This SSNS project rehabilitated pavement dwellers living in the Byculla area of Mumbai. In 1996, state policy was changed to include pavement dwellers within resettlement entitlement lists. Land was allocated by state authorities for the Byculla pavement dwellers to develop housing.
The project involved the building of an apartment block providing 88 homes. It was funded by Reall, as well as through the sale of Transferrable Development Rights. TDR is an Indian governmental scheme that enables developers to get valuable development rights from building slum-replacement housing. TDR rights allowed SSNS to densify sites, either through adding additional buildings or additional floors. To date, SSNS has received over INR 60m (USD 0.8m) in TDR payments from this project. Proving how this model is an effective method of providing affordable homes has resulted in this approach being adopted by other developers in the sector.
